GENERAL PROCUREMENT NOTICE : PROCUREMENT PLAN N°13

The Government of Senegal (“Government” or “GoS”) has been approved for grant funding from the Millennium Challenge Corporation (“MCC”), called a Compact, and intends to apply parts of the proceeds of the funds to payments for contracts for goods, works and services. The Compact includes investment from MCC around US $550 million and an additional US $50 million from the Government, for a total of US $600 million. It includes three projects:

  • The project “Modernizing and strengthening of SENELEC transmission network” aims to provide quality electricity from the lowest cost sources available;
  • The project “Increasing Access to Electricity in Rural and Peri-urban Areas” seeks to increase the supply of, and demand for quality electricity in rural and peri-urban areas of Senegal;
  • The project “Power Sector Enabling Environment and Capacity Development” seeks to create an enabling environment to improve the financial viability of, and to ensure good governance in, the power sector, with the intent of improving the quality and quantity of the electricity supply.

Contracts for Goods, Works and Services listed below and funded under the Compact, will be performed in accordance with principles, rules and procedures set forth in the “MCC Program Procurement Guidelines-MCC PPG” which can be found on MCA-Senegal II (www.ufc-mcasn.com) Website and that of MCC Website https://www.mcc.gov/resources/doc/program-procurement-guidelines

Procurement of Goods
  •   Documents Management System (Archiving system+ Physical mailing )
  • Acquisition of IT tools for a Transmission Network Access Office
  • Other Office furniture
  •  Security and Safety equipment
Procurement of Consultants Services
       Firms
  •  Regulatory Governance support and studies ( including Financial Autonomy study and Supporting Regulatory Enforcement)
  • Specialized M&E Training sessions for MCA staff, implementers and other stakeholders (as needed)
  • Establishment of regulations and procedures
  • Firm for English training
  • Firm to undertake a Public Information and Electricity Literacy Campaign
  • MPE Embed Multi-year Support (Institutional Strengthening) Technical Assistance for planning and policy formulation
  • Finance Based on Results (FBR) Design and Implementation
  • Supervision of transmission project works
  • Consultant services for the implementation of RAP for transmission Project
      Individual Consultants
  • Consultant to support the Finance Director on the “dossier PAP” review
  • Security and Safety training
  • Individual Consultants to support Procurement Director
  • Individual Consultant for archiving system
  • Individual Consultant to design the deco and branding for MCA office
Procurement of Works
  • Detailed design, supply, installation and commisionning for the 225kV underground cables  Kounoune – Patte d’Oie and Kounoune Cap des Biches
  • Detailed design, supply, installation and commisionning for the 225kV undersea cables Cap des biches – Bel Air
  • Detailed design, supply, installation and commisionning for the HV AIS and GIS Substations (Bel Air, Cap des biches, Kounoune, Hann, Aeroport, Touba, Diass, Tobene)
Procurement of Non-Consultant Services
  • Translators and Interpreters Firm
  • Selection of a fire safety management firm
  • Selection of a firm for first aid traning
  • Car rental for the staff transportation
  • Company to serve as an occupational health doctor and conduct pre-recruitment medical checks and the yearly staff health-check.
  • Hotels for MCA-Senegal / Board operational activities
  • Multirisque insurance for MCA office and goods
  • Asset management system and labelling
  • Admin temporary staff support
  • §Car rental for site visits

Procurements are open to all bidders of eligible countries as defined in MCC PPG.

Specific procurement notifications under open bids et for consultant contracts, will be published, gradually according to their availability, on MCA Senegal II website, (www.ufc-mcasn.com), United Nations Development Business website:  http://www.devbusiness.com/), DgMarket « Development Gateway Market » (http://www.dgmarket.com ), in local newspapers and other media, if applicable.
